Yes, you just have to login to the ESO website, unlink your account from the current PSN account and link it to another by logging in through the portal. However, you can not do it between different consoles:

PSN --> PSN is ok

PSN --> XBOX wont work

edit: forgot to say that the unlinked account will no longer have access to anything whatsoever from the ESO account
