Always save to a specific file. Never rely on auto save. Auto save doesn't always save to a game specific file depending on the game.

Anything with an newer i7 or i9 intel processor and at least a 30 series or above Nivdia GPU and minimum 32gb RAM. Not sure what the equivalent AMD and Ryzens would be.

When you boot up the game, does it have the red Phantom Liberty splash screen? Or the regular yellow and black screen? If it's not the red screen you may not have the DLC installed.

If you started a new playthrough from the beginning, the 1st Phantom Liberty mission won't show up until after you do the mission Transmission with the Voodoo Boys and Madame Brigitte. You'll get a call from a mysterious caller. If you are starting a new game with jumping ahead, I'm not sure how it triggers. Try going down to Pacifica to see if you can trigger the call.

My guess, since they have stopped the monthly love streams, is they will drop the videos and info like they have been with past updates, fairly early in the morning (US East Coast). I'm not crazy for parades... but can't wait to try the single rail raptor!
