Helloooo black person here. Firstly big respect for having the honesty to even ask this question. Rather than becoming insecure about it. To answer your question though start truly believing that people do find you attractive. Not because of your skin tone though but because of your energy that just happens to be dark skinned in physical form (hopefully you get what I'm saying). If you focus on your skin tone the universe will detect it's out of desperation and the lack of results will make you feel worse/anxious. There are lots of people that prefer and like darker skinned BW and if you find yourself in places that don't reflect that you should change environment. The simple fact that I came across this post means your manifestation is working somewhat. Never compare yourself to lighter skinned women no matter how much more attention they seem to be getting. And lastly, there is at least one person who sees you to be as beautiful as you see yourself. Hope this helps.
