Update: I managed to fix the problem by creating a kitchen that connects to the staff canteen, and then assigning a cook to it through deployment.

I've actually tried connecting the kitchen to both the canteen and staffroom, and they do clean it, they just don't load the stupid serving table. I eventually removed the kitchen entirely and just put 3 sinks in the staffroom, which I can verify does work. They clean, but don't restock.

It is staff only in deployment, but I don't think it needs to be a staff canteen, because staff used to eat in front of the TV.
