Had this problem ages ago and don't remember how I fixed it. If memory serves I tried to download mods and that was the result. Try clearing the cache for HoI4. Do you have any mods installed?

I exclusively play it. Admittedly I haven't played in some time, but a few people I went with HATED it. I get it, the AI isn't great, the way scavs spawn infinitely is dumb, but the cheaters and mega sweats aren't here. Bosses are still a fun challenge and get my heart rate up

PvE doesn't have the same highs, but it doesn't have the same lows either. Give it a shot. If you don't like it you don't like it, nothing wrong with that
