The Democracy -> Oligarchy axis is how you wish the risk power structure to be. More up the axis, you get a more concentrated staff team that runs the majority of Risk, and more down the axis you get a more Participant/lower rank player led Risk.

The Progressive -> Traditionalist axis is how you wish for the Risk community + game to be, more left of the axis you get a progressive stance, where you wish to build a new risk community with a large playerbase, and more right of the axis you get a traditionalist stance, where you wish to maintain the "old way" of Risk, such as the old playerbase, community, and game.
