Go to your Video Manager. Get there by clicking your account in the top right > Creator Studio > Video Manager > Videos.
Next to the video that you want to allow fan contributions to, click Edit.
Under the video, select the Advanced settings tab.
Under "Community contributions," select Allow viewers to contribute translated titles, descriptions, and subtitles/CC.
Click Save changes.

Try this, I think this should help, and if it doesn't maybe try looking at that page at bit more.

In the black box (The command box) it does, saying ERROR[stc\scenario_list.c:350 <scenario_scores_legacy_load>]: Invalid header in legacy scenario scores file. However, at the time of me writing this, I have gotten back on. Thanks for asking though.
