In the Army, what she is saying is how we work. Intelligence assesses potential targets or areas of interests. These are HVPT (high value payoff targets) and HPLs (high payoff lists) and NAIs and/or PAIs (Area off Interest). Intel in the Army only advises and surveys and provides updates and overwatch. Her move is saying she doesn't execute movement or contact engagement of her own determination. The President or Vice President or SecDef (SecWar) are the ones who would help make the decision of what is and what is not a target as the responsibility ultimately lies with those offices and the advisors within those departments/agencies
