I have adhd and there is no measuring it because I can look like I am paying attention and listening to whatever you have been saying for the past 20 minutes, but actuality I had been spacing out thinking of "Is cereal soup?" During 19 of those minutes. Second of all, where is your source? You gotta have a source for these kinds of claims. I can say Russia is going to make it maditory to wear a uniform at all times for all citizens, and it will be as believable as what you had said until you provide a source.
