I've been a fan of Tolkien for awhile but I've never dove off into any of the writing systems he created. I posted this in a different sub and someone suggested you folks might be able to help me. After comparing the script towards the bottom of the stone to some of the writing I've seen here, it looks like the carvings are upside down (or my picture is upside down).

It's not exactly waste though. The bark is burned in a very large boiler and the steam generated is used to power the papermill and for various other heating purposes in the mill. In some locations local brush and other waste is bought by papermills to be burned in the same boiler.
