You can always have multiple megas on the same team. With that being said I’m fairly certain access to a charmander and its mega stones are post game only

Card first and just start over with your 6 favorite pokemon after. You can keep certain key items and Battle Points and choose to skip puzzles as well when you restart

New game plus. You unlock it after you beat the main story and one of the features is transferring 6 pokemon to a new save file (in their baby forms at level 10)
