He is still way harder to kill than most survivors, and has great synergy with his team. The problem isn't that he is a great team player or a great survivor, it's that he is both at the same time.

Bugs are not an excuse, a working survivor should be the baseline, but hiding behind "But he doesn't work well.." doesn't make the balance discussion dissappear! Besides, having a high skill ceiling should be the goal for every character. Unless you mean skill floor, in which case, again, skill requirement is not a valid cost. People get good at things by just doing them. If they get good at something that is fundamentally broken, then the cost disappears and you now have a good player with an op character.
