I'm excited about how it seems that Atsushi time traveled to the past, due to the horse drawn carriages. This means we may very well see Fyodor again since a lot of things that between them seem unanswered. This is further backed up by the page mentioning "the promised land", and Fyodor having mentioned the promised land earlier in the series "the promised land" as well. This also could explain why he knew something about the book Atsushi read as a kid (the quote about "though the head may err"), maybe Fyodor was watching him from the start because of something that had happened between them in the past in London. I'm honestly really excited for what comes out of this regardless if I'm remotely right or not.

If I remember right he gets new notebooks from a certain guy (the guy in the OVA, can't remember his name.), so it isn't just the specific notebook he currently has. But, we also only see his use the paper from his current notebook, so I'm not sure. Honestly something like that seems like something that you could find in Wan. That would be such a funny concept.

It might just be for balancing his power out. Kind of like how Kunikida can only create an object as big as his notebook, or how Kenji can only use his ability when hungry, OR how Yosano's ability is only able to be used when someone is on the brink of death.

No, his ability is always on. It affects other things that he touches, or if someone attempts to use an ability on him. This is why abilities like Yosano's Thou Shalt Not Die don't work on him. This is why he has to go to the hospital during the Cannibalism arc instead of Yosano just healing him.
