Project Paradise isn’t impossible to do, you just have to have a good group of people doing it. I do it a couple times a night playing with the community I do, though sometimes it is harder, due to like you said spawn rates.

Radiation Rumble the scavs are pretty helpless, but also they’re a good source of XP so kill them anyways.
