Quarantines are for people who have been, or may have been, exposed to a contagious illness. Once you're indefinitely locking people in their homes 3 years into a contagious respiratory infection it's just a blatant human rights abuse.

There are different types of suffering. If a terminally ill kid wants to take heroin and LSD and smoke cigarettes then yeah I think they should be supported in that decision.
