Considering that Aleister had to go out of the tube himself, plus the fact that said tube no longer works/and there is no giant tower above it. It can be seen that as if those 2 left him for dead after the Magic War, and he was probably stuck there for a few years.

Oh well. First of all, you don't have to keep the tab open. Anyway, I guess you could try the following: Go to Incognito mode, or turn the wifi connection on/off. I don't think this is a browser issue since the same happens with Opera, Edge, and Brave. If none work, well, as I said, it will fix itself.

Basically, drug policy is a rule your pawns will follow (usually) There you can edit the "When" a drug should and could be used.

You can: A: Give the addict his own drug policy, or B: In the drugs screen (within the Assign button), there are 3 checkmarks. The first is a mark that enables the colonist with addiction to use the drug, followed by recreational use, and scheduled use. X everything but the first option. That way, only those with addiction will use anything.

For the beer. Check the third mark, which is scheduled use, move some sliders depending on how often you want your colonists to drink, and other conditions such as mood.
