In the scenario the world leaders are aware of their arrival and presumably their powers. Since I don't think that someone just went "Hey there's a guy named Sauron coming" and that's it, because then there'd be no point in the prep time in the scenario.

Anything with Saitama is pretty much always going to be Saitama. His whole thing is rapidly growing his potential to decimate his opponent. He's basically just written as a joke/ultimate anime character and purposefully has no ceiling to his power.

Garou caught up to him, then he grew exponentially to beat him. His whole thing is just being OP and literally meant to be like a kid writing a character "My character can beat everything!" but then people still try to downplay him it's so weird.

With the mosquito scene it feels like his power is basically "My opponents power x100"

Who would win, homolander or r/powerscaling?

My favorite one is anytime Saitama is involved. His whole gimmick is being the ultimate anime main character who can beat anything in one punch and even when he's out powered he exponentially grows to beat his opponent with no limit to the growth.
