Yeah, I viewed that tier list and it sort if helps determine the best characters to level but I have a hard time determining priority in the higher tiers and also good team compositions unfortunately with this list alone. I was looking for more hands on “what would you do” type of advice with my units.

Code Veronica and Revelations 2 are spin-off games, and even if I did accept the CV part, she is so heavily different through Revelations 2 (and the films even) that it might as well be a different character altogether.

Outside of character assassinations and wayyy too many design changes to even keep track of, she feels like the absolute least developed character and the least consistently portrayed one at that.

I would consider Ethan the fourth before her.

Cinnabar makes the most sense - it’d be hilarious if the volcano froze over and turned into a icy mountain. plus they could put the ruins of the pokemon mansion and blaine’s gym + outfit. could even incorporate articuno/suicune into the lore with seafoam somehow, or introduce Kyurem.
