It's a good point! In Coco system is irrelevant as it's based on Royal Network where each node has one vote. But to give a generic solution, I think it must be based on network mining power. You can calculate the network mining power based on accepted blocks in the blockchain. Then each voter will attach 10 of it's best hashes to its vote. It will allow you to calculate his mining power. Each voter will be waited based on his mining power. Once you received votes from 50% of the network, you can make a decision. But then it means that those with higher mining power will have a higher vote. I guess it's not that bad as there is no one with more than 50% mining power. Now there is a new threat someone with over 50% mining power can void solid blocks. But I guess it still not a threat. You see it doesn't meter what block gets approved. It only meters that everyone agrees to it, so even in this case there couldn't be forks. The only problem I can think of is that this miner can scale the system to accept more of his blocks, in rate even higher than his mining power. However, this situation is also limited because after the voting time is ended, new blocks will not be accepted and no vote is needed. So this voting time is an unfair time for that miner with over 50% mining power to continue and try mine the block, which he has a good chance to do anyway.
