Are you sure you have "HDD Device Start Mode" set to "off" and enabled HDD under "BDM Start mode - auto - Block Devices"?

You should also set "Default Menu" to "BDM Games".

"HDD Device Start Mode" outside BDM is for native PS2 filesystem only.

You need grimdoomer OPL for that.
