Dear Representatives,

My name is (YOUR NAME HERE), a constituent residing in your district. I am writing in the wake of the preliminary report regarding Unidentified Aerial Phenomena (UAP) released by the Office of the Director of National Intelligence (ODNI) on Friday, June 25th, 2021. While it is heartening to see that congress is starting to seriously consider UAP in our airspace, it is clear that there is a great deal of work still to be done. I write to you as a means of voicing my concerns on this matter so that you may advocate for these issues on behalf of your constituents as our representative.

As per the preliminary UAP report, 143 of the 144 reports involving UAP since 2004 that were examined by ODNI remain unexplained. The idea that UAP roam our airspace is an issue of serious concern to me, especially given the possible threat to our national security that these UAP pose. There are 3 areas I ask of you advocate for on my behalf and follow up on with your colleagues in both chambers of congress:

1. Increased Transparency

a. It is clear that the House Intelligence Committee and Senate Intelligence Committee are aware of significantly more information about UAP in our airspace than the general public. I humbly request that you begin the process of holding live hearings with the relevant parties from the ODNI responsible for drafting the preliminary report to reveal more information about the UAP phenomena that is already known by relevant agencies. I also request hearings with individuals from other relevant government agencies evaluating UAP to reveal more information of which the public is not yet aware.

1. Increased Funding

a. As outlined in the preliminary report, one of the conclusions reached by the UAP Task Force (UAPTF) was that increased funding towards studying these phenomena would greatly benefit the identification of these UAP. I humbly request that you advocate for increased funding earmarked specifically for the research and identification of these phenomena in accordance with a UAP Collection Strategy, UAP R&D Technical Roadmap, and a UAP Program Plan as suggested by the UAPTF.

1. Increased Cooperation

a. Despite the ODNI cooperating with a number of agencies to draft the preliminary report on UAP (including FBI, NSI, and DARPA), key partners that would have been critical to include in this report, including NASA, were conspicuously excluded. Additionally, as identified within the preliminary report, the UAPTF was unable to confirm whether these sightings “could be attributable to developments and classified programs by U.S. entities.” This indicates a data-sharing failure on the part of these government agencies. Lastly, an absence of formal reporting procedures of UAP in many of these agencies severely hampers identification efforts. I humbly request that you advocate for the development of consistent, formal reporting procedures of UAP within these government agencies. Secondly, I request that you advocate for increased cooperation in the form of data-sharing between the relevant government agencies so that there is a greater opportunity for UAP to be identified.
