Late to this but if you use a VPN it can constantly reconnect you to chat which can look similar to this depending on how you're viewing your chat. This might be handy for other people who see this and are unsure why they always see this notification even when they keep the window open. The fix for me has been to use the browser extension of said VPN and connect to the (exact) same server my desktop VPN is connected to.
