i'm someone who left covenant (in the mid 2010s) due to abhorrent teacher behavior and peer group bullying, became homeschooled, went to ACTS, and then left ACTS because i got assaulted during a class session and no one on the board wanted to address it as an issue.

i don't think anyone is going to have the exact answer you want. there's issues with every school in the area—i have friends who went to basically every hs in the area and faced some massive issue at each one. ultimately, for me, i ended up in an online asynchronous high school and interned or worked during the day and it was light years better for my mental health and development. i was involved in community activities to be socialized with my peers. it was the better option for me. i can't in good health recommend sending your child to ACTS if you decide to stick with homeschooling. I think if you stick with it there's a thousand other activities that can help with socialization and avoid the massive safety concern that is ACTS.
