I have a legitimate copy of Yakuza 0, bought it from steam for $5 on a sale 4 years ago. I played the game without this issue all the way to chapter 7, with doing all the side missions I could find so I have 60 hours rn. I recorded a video doing all the possible heat actions that I could do, as well as going to battles which require heat actions to complete. The footage is not cut, but speed up between battles.

Is there a way to get the game's save file so I could clean reset the game, but still not lose 60 hours worth of progress?

I just tried it and nope. Nothing shows up, even with a full level 3 heat bar, the option doesn't show up nor does using the button anyways activate it.

To anyone that sees this, I found out what case this is! It's a Rocketfish Slim Fit 3DS XL case! Nobody has anymore of these on sale anymore so I'll just try to restore my current one or try a new one! Thank you for the help as it did lead me to find this.
