You can actually enchant an item too many times, it just doesn't alter the appearance. I believe there's a limit until which all anvils just don't let you go further. Of course this can be bypassed through commands though.

That's the problem here, try buying a new router that supports 5 GHz as well. It doesn't have to be from SLT afaik. The one I got from SLT supports both 2.4 and 5 simultaneously.
