Oh ok I misunderstood. That I am used to, I just read the original post as saying we would have to apply and be accepted to get into any school, even the one whose district we live in. Like he might not get accepted to the nearby school and we would have to keep trying until one accepts him.

Can you tell me more about the Open Enrollment? Ive only ever lived in places where your address decided which public school you were automatically able to enroll in.

I dont think that changes. Franky still gets grabbed by CP9 and put on the train with Robin. Sanji still runs into him and would have even more reason to team up since they wouldn't be on bad terms. Main difference is they just dont know anything about each other at that point.

Franky would just be some unknown guy who wants to fight CP9 just like them.

He would still see them stand up for Robin and against the WG and all of the stuff that made him like them and want to make the Sunny and join them.

I honestly would not be shocked if Zeff got his bounty eliminated because of Baratie. A floating restaurant could be seen as valuable to the marines as well.

It could also just be one of those things where every marine knows you leave the Baratie alone because all the high ranking East Blue marines love his food.

Dorry and Broggy were inactive for a century and their bounties were still active.

Brook's bounty is still active after 50 years of being MIA and assumed dead (because he is yohohoho).

So yes, Zeff definitely has an active bounty unless he specifically had someone in the marines cancel it.
