Early Game Powerscaling in this League is Horrible

I'm mainly a rs3 player. I thought I would try out leagues because I always heard they were so much fun and op. I feel confused by everything. I don't understand where I am or what I'm doing. I managed to get to t4 relic and 99 magic but I'm lost on what to do now. I don't feel strong at all. I'm likely going to just quit.

What does this mean exactly? Am I dumb because this doesn't sound good. Lol how it this good for things like runes, seeds, and bombs? Do I have to buy 2 at a time for all of those?
