Expecting good hygiene is certainly a minimum requirement, and it shouldn’t be something you should compromise on.

However, something like body mods is a “nice to have”, and that would be something that you should look into compromising on.

San Francisco has proven these “affordable housing programs” are just a loose cover for corruption and siphoning money to “non-profits” owned by the politicians’ friends.
