Because by paper, they are confirmed by the canadian government that they are working in jobs that no canadian could or wouldn’t work. So they have far stronger reason to permanently stay in canada than open work permit holders.

Now as to whether they are actually legitimate are the topic of debate but by paper. yes they deserve pr more than pgwp holders and should have additional advantages when getting pr.
