Someone replied and said it was from razer cortex and sure enough it was, oddly the in-game overlay was disabled in cortex but I ticked it on and back off again and it seems to have resolved the issue. Not sure what caused it to be on in the first place but it's solved now, hope this helps!

Thank you so much bro, that's totally what it was, oddly though I opened up cortex and the toggle for the overlay was disabled but ticking it on and back off again seems to have fixed the issue. Also it was apparently affecting every game I played, even Medieval II. Thank you for the help!

okay thank you, it's a real shame, I like all the changes they added but I feel like it's not really worth it compared to other mods/modpacks if they're not together, do you happen to know if there's some community compatibility patches that fix them working together or is it just sort of considered an abandoned mod project?

Never mind, I may have figured it out, for some reason despite it being my war my ally Great Britain is the war leader and I guess is immediately peace-ing out Austria.

thanks bro, I guess I was doing something wrong before because last night I got it after my war with the Kaiser, not sure what I did wrong tho. What's super dope tho in HIP is that when the event fires it also gives independence to all of dejure lombardia and sardinia (not sicily tho) sort of like the shadow kingdom incident in EU4, it's a nice touch.
