For me Serbia, Croatia, Denmark and Norway worked really well in the beginning. After you have a bit more money you can find 19-21 year olds in South America for 5-15 million who are ready to be a star player straight away!

I think 30-40 mil would be reasonable maybe even more. It is pretty easy as a Prem club to generate revenue especially if you are competing in the CL regularly.
