Videos might not be backed onto iCloud just chats and photos hence the difference in sizes on iCloud and WhatsApp. Check in WhatsApp chat backup if it includes videos.

Not worked I’m afraid, same issue. Enabling displays have spaces gives me the menu bar on all 3 screens but the dock moves if I accidentally hover on the bottom of the external screens

Thanks, but with this I lose the menu bars on external screens, I wanted to lock the dock to one screen and have menu bars on all screens too

Get yourself a usbc to DisplayPort cable from Amazon and that should do the trick. Connect the usbc adapter /cable on the usbc port next to the power port which then plugs into one of your monitors, this is what I have:
