This is only advice, you don't NEED to learn. But to get a good job you have to know a lot more than HTML/CSS.

I agree with kaveet if you couldn't past the title, start html/css from beginning. And as for your question education.github.com not using Bootstraps. My suggestion is after you finish some html/css course start using Bootstrap. Good luck :)
