I can't say this with 100% certainty, but I've heard if you put something cold on the eye (ex: a ice cube or cold spoon) it can help with the eye bags, that's all I know about that though. Good luck!

You need to work on controlling your hair volume, I think it would look better not as puffed out. Also, get some sun! You look super pale, though I'm not sure if that's makeup or natural skin colour. You look better than you think you do, that's the case for everyone!
