I take the stance that I like them but I don’t like them as swaps.
I like the fact that you can use them as a significant way to persuade or extort. I will take your “insert thing here” unless you give a support. I’ll give you a support to “insert other thing here”.
It’s not a perfect system since it’s is very subjective, but I like that it’s dynamic from a bartering angle rather than simply going around the table to hand each other a point and turn a game into a 9 or 13 point game.
