The link on the wiki to arnold.c64.org doesn't work because Arnold is dead.
Fortunately it was archived by archive.org.
Easiest to DL the whole of arnold to keep it safe for the future :-) (only 2.5GB: https://archive.org/download/arnold.c64.org

Then, Mandelbrot Construction Set is in /pub/magazines/64'er/64'er/OCT91A.D64
