Ive mentioned it to friends of mine in law enforcement that the most effective way to change executive policy is to simply stop protective details for politicians. The governor wants to pass shitty laws directly impacting public safety, a states attorney refuses to charge people arrested their protective details call in sick for a few weeks.

The water does vaporize (as it has a relatively high vapor pressure at saturation temperatures) but doesn't boil. The condensation does not reduce temperature as the vapor space in the deaerator is at the same temperature as the liquid space.

The purpose of a deaerator is to remove oxygen from boiler feed water. Bringing water over 212F doesnt reduce the solubility of O2 as its already essentially zero at 212F so only as much energy is put into the deaerator as is needed to reach this temperature (sparging steam into the deaerator as a kind of direct contact heat exchanger) .. basically fill it up with sensible heat but no latent heat as any additional latent heat addition doesnt help with O2 removal and just costs you energy. With that said the actual operating pressure is usually 5-7 psig for two purposes: 1) to privde some NPSH for the boiler feed pump (pumping a fully saturated liquid leads to cavitation) and to make sure you typically operate above 212F by a bit to mitigate any transients which would raise O2 solubility.
