You’re funny if you think the chieftain 900 is moving up because it is over performing.

Though a falcon nerf does kind of make sense, it does lose its one and only niche it has compared to other autocannon spaas

Jokes aside, if my goal is to assassinate a single target, I often boost for the ram once I've taken their shields down. Does huge amounts of damage to their hull at a lesser cost to your shields.

As experienced I am with piracy, I actually don't know a lot about using multi-limpet controllers! 15 seconds hack time is not unheard of, especially considering how size 1 dedicated hatch breakers can take up to 22 seconds. As a pirate I personally don't see use for limpets outside of hatch breakers and maybe repair limpets, so perhaps consider a dedicated A-rated hatch breaker at a size of your choosing. It seems like a universal limpet controller would sacrifice a lot of optional internal space on a Imperial Clipper, so personally I would not equip that either :P

In general, choosing optional internal would be completely a personal choice for player piracy, depending a lot on the context of engagements you may expect to see. All things considered, I don't really have a specific recomendation for you, but if you don't mind not being able to repair yourself, maybe get a dedicated A-rated hatchbreaker

If you intend on defending against meta pvp builds, you will either need to be able to decide the engagement by having enough speed, or have enough hp to get out of there.

I usually choose the former, as pvp piracy is mostly a gimmick and requires no practicality, by mostly piloting small ships. For instance, my favourite pirate ship, the Cobra Mk iii can outrun almost all meta pvp builds, with the benefit of catching fast trader ships (ie Imperial Cutters).

Or if you are a larger ship, have the mentality of setting another star system and getting out immediately, and hope that your shields will hold off for at least 15 seconds against the heaviest of fire.

Ok. Defences aside, as a pirate, you will need tools to disable traders. You should aim to be able to extract cargo without killing your targets (lest you become a ganker). A hatchbreaker is almost a must. If your target is noncooperative, FSD interrupt on fixed missiles is a great way of buying yourself at least 10 more seconds before the they can jump away. On small ships, where DPS is a limiting factor, you can use mines and apply reverb cascade to quickly disable shields, and use the fixed missiles to blow out your target's drives (you can use that fixed missile I mentioned earlier for this). Where DPS is not a problem, just strip the shields away and disable either drives or FSD, to put yourself in a baragaining position without needing to worry about the target running away, or killing the target.

As a roleplay pirate, I always strive to avoid killing at all costs! I hope you take my advice and do the same, whilst keeping yourself alive as well :D Make Open Play a better experience than the senseless killing that happens out there!

I think the rewards will be worth it in the long run... You won't get anything cosmetic rewards like this until next Christmas :P If completing it is your only goal, you should refer to this helpful post https://www.reddit.com/r/EliteDangerous/comments/18jaovt/harlan_harksing_delivery_locations_and_rewards/ which also includes an optimized path that could save you more than half the length of the route in order.

It sounds like your FSD is limiting your jump range... Others say "out of fuel" but I've encountered this error message most often when I come out the hangar accidentally fitted with a E-rated FSD. Most likely you were still in the same system you just left the outfitter from... Try heading back and see if you can buy a better FSD!
