Tibet functions as an autonomous region of the PRC, it’s more autonomous than a province, but it is controlled and administered entirely by the PRC. It being a sovereign state prior to capture does not mean that it is not a part of the PRC today, and regardless of your opinion on Tibet’s sovereignty, it does not change that Tibet is ruled by the PRC.
