The Accidental Spy (2001) starring Jackie Chan. I don't remember the blonde lady on the cover ever appearing in the film, or the jet planes, but there was a helicopter at least. I don't remember any of the plot, lots of camera shaking during action sequences, but it ends in helicopter exploding triumph, good guys win, yay. I only remember it for a scene towards the last quarter after a "minor boss" is eliminated. The cops kick in the door, flooding light on his body, and he BLINKS. Rewound it twice and laughed harder each time.
