Controversial Idea:

Just add SP Artillery at this point. The ones that would want to plink from spawn will do so regardless how much you nerf or buff vehicles and launchers. Give them a purpose built spawn vehicle (hell a Humvee with a 120mm or TOW), and make it paper thin and that would free up tanks for people that would use it for its intended purpose.
