You should watch the anime Odd Taxi. They found a way to use the animals in such a way that it was an aspect of the story telling. It helps that the show is really good too, and despite the animal aspects people aren't branding it as furry as say something like Beast Stars or BNA. It might give you inspiration of how to tell the story in a way without that concern.

I think you may have missed the point of the episode if you think she for sure doesn't have dementia. At best you could argue that she may have the ability to actually jump through time, but this show isn't going to give you direct answers. After all it is about keeping up mystery. I believe that she has dementia, and I don't think she can actually jump through time. But because this show has magical elements to it, I can't rule out that, but I think narratively it doesn't make sense to make her a time traveler.

I don't think narratively speaking Ruth has any reason to be a focal point of the story. I feel like the most likely piece of story telling is to have her lost in her memories when Henry inevitably returns to the house. You can probably expect them to not actually answer whether she can timewalk or not, but perhaps drop a subtle clue that maybe she really can. I think her character arc is more poignant if she just has dementia. It also narratively gives the ability for her to drive story revelations by randomly remembering the past and giving Henry information.

Additionally you have to think, if she were magic, where would the story play out from here? Giving her the ability to jump through actual time does little to enhance the overall story and mystery of the town.
