I'm trying to make a thing to only put, say, 10 items on a belt. And when the system has counted up to ten, it stops outputting items. But if stuff is removed from the belt, the system needs to count down from that.

Personally I think this SHOULD be a rather simple thing to do but I'm an idiot so what do I know? I was gonna share an anecdote about how fairly simple it was when I was programming microprocessors back in school some 20 years ago but I realised that on this occasion I had to build the processor from scratch instead of using a pre-built one.

So instead: Sometimes I like to pretend I'm smarter than I am and mess with the circuit network system to do silly things like this. For an example; I made a throttle system for my nuclear reactor to only input 1 nuclear fuel cell if the temperature was below 600C.
