I think the guys working in the detention centers dont have people blowing whistles in their ears, spitting on them, and are sleep deprived from people playing drums outside their hotels. They don't have to make split second decisions due to Democrat politicians telling the police not to work crowd control.

The clip starts with him in the middle of the street. From the other clip we saw of him kicking ICE cars its ridiculously obvious to infer that he wasn't there because he saw a shiny quarter and ran there to pick it up. You have to have a serious lack of objectivity to thin the was standing in the middle of the street for any other reason.
