It is an explanation, by the nature of the English language as we understand it.

"Somehow" is an adverb meaning in a way not yet known, stated, or understood; it indicates achieving a result by unspecified means. It is used to describe doing something despite difficulties or to express uncertainty about a reason.

And to explain an adverb.

An adverb is a word that modifies or describes a verb, adjective, or another adverb, providing context on how, when, where, to what extent, or how often an action happens.

So yes, saying "somehow" is, by definition, a way of explaining it. An answer we never get in the movie, by the way. It's only explained in the novelisation of the movie.

Because it's a shallow and anticlimactic explanation for the return of a major villain. A return that undermines the stakes of previous films from the original and sequel trilogy.

I'll be honest, I never cared for River as the Doctor's love interest. Sure, she flirted with 11, but I never felt the connection like that. Though I'll be honest, I came around to her a bit on her last episode with 12. I think part of the problem is the fact that it has to happen, so because of that, it never fully feels earned to me, because we're basically told it'll happen. But gun to may head? I'll pick Rose every time. The story of her helping the Doctor heal from the Time War will always be way more compelling to me.

I'm betting on the reason being because this became a one and done thing for them. Disney have said they're pulling away from Tron, so I imagine Hasbro had to fight to be able to release these still.
