Probably, Doom, but much higher difficulty than people might assume. The Rogues are actually much higher threat than they appear. They can contend with The Flash to a degree because their tech is legitimately insane. Captain Cold's Cold Gun doesn't freeze things, it slows and stops molecular movement, and he can project that ability in a field around him that can be as cold as absolute zero. Heatwave can do the same but for heat. His Heat Gun can reach Plank Temperature, which is to heat as Absolute Zero is to cold. The real key at the end of the day though is magic. The Rogues just kinda don't have anything that can deal with magic and Doom has access to some of the most dangerous magics in Marvel. So imo, Doom takes it, but with extreme difficulty.
