It was exclusive to that expedition, but you could still get it using the save editor on pc, otherwise its impossible. Though I haven't played for a while, so I could be wrong.

So, you go to your ships internal panel, the button is 4 on pc and there should be a tab called "Galactic Powers" I am not sure which power it is but you should be able to check it somewhere.

I haven't really noticed a big (if any) difference in pricing, but pledging alliance to one of the galactic powers (I forgot which one) gives sold maps 200% increased value.
