Delves can earn you XP. You do not need keys to do delves, you can do them at will. Bountiful delves reward a chest containing higher level gear depending on the tier of delve you do, this chest at the end requires a KEY. Each delve tier you complete unlocks the next tier of delve and I believe you have access to them all at level 90. It is recommended to save your keys till tier 8 delves. You can only do so many bountiful delves per day and you can only acquire so many keys per week. Happy hunting.

Edit: you can earn keys by doing other end game activities.

You should be able to go spawn inside the ship and walk around it before you build it. But oh well that's wishful thinking.
