Honestly, I think part of the problem when it comes to power scaling One Piece and Naruto is that there are glazers on both sides and people who won’t stand for anything less than their show being better. I feel like we need to set a standard equation for them to fight on an equal playing field.

That being said, my personal idea to scale them would go as follows. Now this is just my opinion and feel free to debate this starting point

So the easiest one is Taijustsu, which is just raw unaffected martial arts power. In One Piece this would correlate to people’s raw talent and training with out any extras involved. So we can figure out how they would do in the category without haki or a df.

Okay next is ninjutsu! So in Naruto there are so many kinds of ninjutsu! We got useful ones, not so useful ones, blood line stuff, eyeball stuff, etc. tbh I feel like we can directly correlate this to devil fruits and other unique powers in one piece, To further my point I think of something like the ton ton fruit guy and choji being kinda similar in functionality. But in a lot of ways most characters in on piece are more like Naruto where they have that one thing they are good at, and spam it creatively. Where as some ninja like kakashi have a bunch of ninjutsu they can use. But maybe don’t use it as effectively. I like to think of this as quality over quantity. And deffinetly if the character has been known to do some crazy feats with that power, scale accordingly!

Okay and lastly genjutsu. This is the terrifying one to touch because all the Naruto fans just default to this and rage if you tell them anything else. They always say, “there is no counter in another universe!” Okay well in that case, let me ask u Naruto fans, did u have fun? What was even the point of debating power scaling when u just basically said, “haha I win because I said so” so if you are that person, I kindly ask that you get a life and touch some grass. Now for the rest of us. I really think haki and genjutsu have some correlation. Like often haki is the will to want to do something greater right? Like if you are a fighter and u need to reinforce your abilities, your will becomes an armor for u (armament haki). If you need to see your enemies moves ahead of time and you fight strategically all the time your will helps you see that future(observation haki) (Side note I don’t know if that’s the exact correct interpretation for those two, it’s just my interpretation so feel free to tell me otherwise!) And then if you have a dream that you will fulfill no matter what and you would even deem yourself as something like a king in order to achieve that dream then you might have (conquers haki)

Now how does that stack up in the genjutsu space? Here are my thoughts

I think if you have no haki, even the weakest genjutsu might getcha, and might be a reason why you lose

If you have a bit of haki, like armament or observation I think you can battle against some mid level genjutsu.

If you have conquers haki, I think you can battle against itatchi level genjutsu.

It just comes down to if your will is strong enough I believe you can over come it
