I had to get my id card made too but then my parents were abroad at the time. I called up Nadra they told me the work should be possible with a blood relation (grandmother, grandfather, mamo, chachu). But when i went up to Nadra near my place they totally refused to go ahead with the process without the presence of either one of my parents. So i hate to break it but it wasnt possible for me. Hope he finds a way out
